Meeting organized to apprise the Hon’ble Minister for Transport & I&PR, GoAP, regarding the various initiatives undertaken in the Machilipatnam region by MUDA.

VC-MUDA & Consultants to MUDA

  • The meeting was started by VC-MUDA welcoming Hon’ble Minister and briefing about the formation of MUDA, MUDA’s vision and initiatives taken up till date
  • The draft perspective plan and approach for it was explained by the representative of the Master Plan Consultants
  • It was also apprised to the Hon’ble Minister that approximately 40% of the region under MUDA is falling under Coastal Regulation Zone (CRZ) and that all the guidelines of the latest CRZ notification are followed
  • Industrial Clusters planned in the region and the prospects of Machilipatnam as an investment destination are briefed by the program management consultants of MUDA
  • Representative from HR consultants of MUDA gave a presentation and briefed the need to strengthen the organization for smooth and efficient functioning of MUDA towards achieving balanced growth in the region
  • Representative from APEDB gave a presentation and the points are as under:
    • About APEDB and its role
    • APEDB’s work on aspects of Blue Economy, Multimodal Logistics, Tourism etc.
    • APEDB’s inclination towards development of MUDA region and its interest to collaborate with MUDA

Discussion on Financial Closure

The program management consultants of MUDA gave a detailed presentation on the current status of financial closure for MUDA. The main points of discussion are as under:

  • Salient features of the Detailed Project Report for Phase I of MUDA development initiatives were discussed
  • The Hon’ble Minister for Transport & I&PR, GoAP and other representatives were apprised regarding the projected capital expenditure on various initiatives. Subsequently, projected revenues of MUDA were also discussed
  • Hon’ble Minister for Transport & I&PR, GoAP extended his support to expedite the process of financial closure by ensuring support from GoAP

  • Directed MUDA to focus on land acquisition for port as first priority
  • Expressed that hinterland for the port led development will be the Central India, Deccan (part of Karnataka & Maharashtra) and Andhra Pradesh
  • Tripartite agreement with NMPL to be taken up for revenue generation and
  • Expressed that MUDA can also explore options of land acquisition with respect to various State Govt. Acts and purchase schemes
  • Directed MUDA to explore options on getting funds from Central Road Fund (CRF) for developing road network in the region and extended support for acquiring the funds from Central Govt.
  • Expressed that farmers concern must be taken into account while procuring land and land procurement should be justified
  • Expressed that farmers of the Assigned land should also be taken into account while planning the R&R policy
  • Directed MUDA to focus on the Social Impact Assessment against the planned development in the region
  • Expressed that port should be the growth generator for the region
  • Industrial zoning and its development should be scattered across the region and it should not be confined
  • Directed MUDA to consider the option of extension of MUDA’s jurisdiction by including Kaikaluru, Kalidindi, Mudinepalli regions which are currently not a part of APCRDA
  • Expressed that growth should be balanced and inclusive of the welfare of the farmers and people in the region
  • Directed MUDA to explore the capacity of investors for various sectors
  • Suggested to have a one on one meeting regarding the Perspective plan before notification
  • Directed MUDA to work on the source identification and requirement of support infrastructure (water & power) for the port
  • Expressed GoAP’s commitment towards the development of port and extended his support for requesting Hon’ble Chief Minister, GoAP, to fund the balance amount of INR 250 Crore for procurement of balance land
